Paul Starkey has built an impressive professional track record in rural transport research and consultancy services.
Paul is a transport consultant and as Team Leader has recently been responsible for several innovative studies on integrated transport planning and transport services (buses, minibuses, taxis and intermediate means of transport and related infrastructure). Paul's professional interest focuses on improved transport systems (motorised, non-motorised and appropriate infrastructure), sustainable intermediate means of transport (including animal power) and closer liaison through national and international networking.
Twenty-three years of worldwide consultancy have followed twelve years of broadly based work in developing countries, involving project management and team leadership. Early specialisation in animal power programmes involved developing and directing research, extension and training at a national level, and liaison and institution building at an international level. Work on animal-powered transport led to an increasing focus on broader transport and rural development issues and the development of effective networks.
Professional experience has been published in a range of books and journals (more than 150 publications). Ideas and understanding have also been communicated through websites, invited papers, lectures and photographic exhibitions in many countries. More than 135 countries have been visited. Professional assignments in Asia, Africa, Europe, Latin America and the Pacific have involved networking skills, a holistic, systems perspective and the use of socially-appropriate participatory methods.
