Lodewijk de Groote holds a Masters Degree in Development Economics with a specialisation in transport economy. He has worked in Africa, Asia, the Caribbean and Europe for major donor organisations such as the African Development Bank, EBRD, European Commission and the World Bank. Lodewijk is a driven development specialist.

Mr. de Groote has been involved in feasibility studies in the transport, urban and water sector, in transport modelling and in development of cost models for (transport) infrastructure projects. He is very conversant with financial and economic analysis,  statistical analysis, risk analysis, sensitivity analysis, financial auditing and logistics/production planning. He is a certified trained user of HDM-4 and RED and very familiar with SPSS and COSTAB used by the World Bank and the Asian Development Bank.


From 1993 to 2009 Mr. de Groote has been involved in project acquisition working for DHV Consultants BV’s Infrastructure Department. Activities included selection of IFI (International Financing Institutions) procurement notices, producing expressions of interest and pre-qualification documents, liaising with partners, preparation of tenders (technical and financial), selection of expert CV’s and negotiating fees.


He has also been involved in project management on IFI projects. Activities performed include liaising with team leaders and clients, preparation of contract addenda / administrative orders / project budgets, preparation of tenders (technical and financial), selection of expert CV’s and negotiating fees, introduction of a staff planning system.


Recently Mr De Groote associated with OCA and is available for assignments as transport economist and in (project) finance.
